Two weird '91 745t problems 700 1991

First problem. The speedo needle now sits a 25 mph at idle and only goes up to 65 mph where it stops moving no matter how much faster you go. Interestingly, the cruise control does hold speed in spite of the speedo malfunction. I just set it at 3000 rpm on the interstate which I think is around 74-75 mph. The odometer also works but seems to be using the speedo as a reference. Since I've had a couple of tickets over last few years, I need to get this fixed. Any ideas?

Second Problem. At speeds above 65 mph I hear a popping/flapping noise which seems to be coming out of the defroster vents at top of dashboard. The noise is especially noticeable when the outside air is disturbed by crosswinds or passing trucks, etc. HVAC system seems to work pretty well but I don't recall a similar posting on this issue. The noise can be pretty annoying. Would appreciate your thoughts/input.
