FAILING CA Smog in my 90 740 turbo wagon - hi 'NO' PPM 700 1990

I failed smog today with my 1990 740 Turbo Wagon. 152,500 miles - it seems it may be burning oil, as you can see the tail pipe smoking a bit and I need to top of the oil from time to time. The test results showed the car passing for HC and CO, but failing on NO (is that Nitrogen Oxides?). At 15 mph max allowed is 785 and I tested at 1106. At 25 mph they allow 724 and I tested at 981.

I don't even know where to begin - any sage advice would be appreciated. The car is in good shape overall so I hope it isn't something major - but am worried it is.
