Your problem sounds awfully familiar. Check out the very extensive thread at http://brickboard.com/RWD/index.htm?id=918069. The problem I discovered was that the pulse was not getting from the iCU to the ECU due to a short. You might have a similar problem related to crank sensor pulse not getting to it's destination either due to a short, or your crank position sensor could be bad. The ignition-on voltage at the ICU pulse output pin to ground should be ~.7V, and of course, check it to ground. Do you have a multimeter?
