Vacuum gauge reading 200 1993

Vacuum gauge connected at intake where at the accessory vacuum pickup (above flame trap pickup)

Gauge reads ~17" but the needle bounces randomly +/- 1 or 2 "

Idle is slightly rough when idling and seems to be smoother at times.

Car is intermitently stalling when coasting to a stop.

The idle has hunted when cold between 700 and 1200rpm. This only happened a couple times when it got down to 30 degrees here.

I am unable to find any vacuum leaks. I tried a different set of plugs as well.

Any ideas? This is driving me crazy.
