Programming a Remote S90-V90 1998

Just got a used remote for my '98 S90.
I have one that works fine, and this is to be the second.
Batteries measure good, but it does not work when I use the programming procedure that i have.
I am turning the ignition on and off four times. Then turn it on again and leave it on while pushing any button on the remote, once.

The remote is a two button with the top button saying Lock/Panic and the bottom button saying Unlock.

Is this the right procedure?
Do I have to pay a dealer to do it?
I have heard that dealers can test a remote by sensing the RF emitted by it.
