Catalytic Converter rattling.....what does it mean? Could this impede horsepower? 200 1989

The '89 catalytic converter has been rattling. Just wondering if this could also be contributing to the less-than-desirable horsepower (when compared to the '86 240 or the '93 245). I live in Alabama, which doesn't have auto inspections, i.e., no emissions requirements. (It's kind of funny to see some of the vehicles on the road w/o tail lites, fenders, etc.).

Can I just drill a hole in the converter and unplug the stuff and then weld it back shut? Does the engine need the backpressure to work correctly? Will it have more horsepower with a new cat converter?
