Hi!
If you are absolute sure no one has changed the original key-setup - the chassis number will be enough to provide a new set of keys from any Volvo dealer. If the level of service is not provided in US dealers - try in Europe, here service has a hole other sound to it (sorry, but that's how it seems from over here..)
