164e brake balancer 140-160 1975

My mechanic called today, wants me to test drive it. He put in new/rebuilt rear calipers and lines, the fronts were OK. But he doesn't like the fact that the rear brakes aren't grabbing enough, if at all. Is there a pressure balancer somewhere? Is it something I could fix? Couple of sockets and a screwdriver.

I really want to get this car to my freezing garage so I can at least look at it.

PS When we first started it, there was a lot of smoke coming out of the exhaust. The master cylinder was pushing brake fluid into the vacuum booster and then into the vacuum lines, where it was being burned through the intake. New master cylinder and cleaned out vacuum booster -- no more smoke!
