eletrical problem with HORN/wiper 200

Okay GURUS its been awhile for me posting,
Question of the day I am having an electrical problem with the wiper/horn. I have replaced the wiper fuse but everytime i use the horn fuse blows any ideas as to what it could be? what do I search for?
the car in question is a 1984, 244 glt.
