Timing belt question 200

After reading many posts on this subject, it appears that some folks are OK with the timing belt being one tooth off on the cam sprocket, and some actually prefer this condition. Can anyone explain all the effects of being one tooth off on either side of the cam sprocket mark ? Thanks !
