The fuse can look OK but still not pass the amount of current needed to run the motor. With key on, blower switch on, wiggle/rotate the fuse in its holder. If this cures things, disconnect battery, and pull all fuses and clean the terminals in the box with a wire brush. (The fuses will also be corroded and it's cheap insurance to replace them).

If there's no result from the fuse test, the next cheapest possibility is a bad switch. You'll have to pull the center console to get at this. Finally, you are faced with motor replacement. Have a look at this site for an idea of the scope of work involved: http://users.erols.com/benstein/
