California Smog Check: barely passed NO 200 1982

I got the 1982 245 Smog Checked today (California test with the dynomometer). The results:

15mph @ 2959rpm: HC = 18ppm (limit = 135ppm), CO = 0.14% (limit = 0.97%), NO = 489ppm (limit = 1125ppm)

25mph @ 2704rpm: HC = 17ppm (limit = 108ppm), CO = 0.02% (limit = 0.77%), NO = 924ppm (limit = 955ppm)

Car has B21F MPG (Chrysler ignition) LH-Jetronic 1.0 fuel injection (based on VIN and the still readable part of the emissions label) and M46 manual transmission. From the rpm, the test was done on first at 15mph and in second at 25mph (although the car can be driven without lugging one gear higher).

The test results from two years ago are not comparable, since the dynomometer was not used and NO was not measured (it only measured HC and CO at idle and unloaded 2500rpm).

What could be causing the NO at 25mph to be close to the limit?
