Barely Passed Smog 200 1991

I barely passed the California enhanced smog check today.

Here are my results:

15mph 1710 RPM 15.0% CO2 0.3% O2
HC (PPM) MAX 116 AVE 31 MEAS 116
CO (%) MAX .74 AVE .10 MEAS .36
NO (PPM) MAX 791 AVE 237 MEAS 428

25mph 1747 RPM 14.9% CO2 0.0% O2
HC (PPM) MAX 91 AVE 20 MEAS 42
CO (%) .62 AVE .09 MEAS .31
NO (PPM) MAX 730 AVE 199 MEAS 106


15mph HC is where I just squeaked by at 116 PPM. Both HC and CO were higher than average at both 15 and 25 mph. Any ideas on where to look first? I checked out the 700/900 FAQ, but I'm not sure how to proceed.

I know I passed so I don't really have to worry about this, but I don't like the idea of polluting my way down the road.
