960 Horn problem 900

about to start troubleshooting the horn not working and have looked thru the search section.it started working intermittently a while back and is now dead.according to my green manual it appears the horn should be hot and the horn contacts complete(ground)the circuit.it is also fused with the wiper motor and i know the fuses(#'s 19&20) are good,they've been checked.
also if the wheel has to be pulled the air bag reel unwinds,right?i will disconnect the battery if i have to go that far.
just posting for tips before i start this job.i dont use the horn much,but there are times.
