Failure to pass emissions test 900 1995

I am a first time owner of a Volvo and as such I have many questions. From reading this board many of you are experienced with the problems that are associated with Volvo ownership. The car I chose is a 1995 960 with 109000 miles. From what I can gather that are many maintenance issues with this car. I have a newfound appreciation for the saying ignorance is bliss. However, that is not what my question is about. I recently tried to have the car emission testes and it failed, HC above cruise limits. I have ordered a new O2 sensor, air filter, and replaced the spark plugs. I noticed a couple days ago it smokes at start-up until warm and when accelerating from a stop (it could smoke all the time I just can’t see it) and consumes oil. In the FAQs it said, a brunt exhaust valve could cause the car to fail. Could a valve problem be the main issue?
