volvo 240 fuel pump 200 1989

I was unable to start my 1989 240 a few days ago. I started by listening for the fuel pump when the car is turned on, and the pump was not coming on. I connected a wire between fuses 4 and 6 and nothing happened, but when my wire connected 3 and 6 on accident the fuel pump did turn on. I bought a pump relay switch which I will change as soon as I figure out where it goes, but maybe this isn't the problem? any suggestions? thanks,
