New Fuel Pressure Relief and still no difference 200

I installed a new Fuel Pressure Relief valve and still no difference. It still will start, but barely and no reaction when you push on the gas pedel. I know I'm getting fuel, because I took off the valve back hose and had my wife turn the ignition and lots of fuel came out. I also tried the same when I had the FPR completely off and again lots of fuel came out. All the fuses are good and the fuse connectors look great. What else can it be. I've read the board and everyone points to the FPR. I also tried the engine with the electrical connector unplugged from the Air Mass Sensor. Still the same. I can hear the throttle turn, as I turn it manually from inside the engine. Could it be my ECU? Or what?

Thanks for all of your help.
