Heater blower runs on 0, without fuse 700 1987

1987 740 sedan, The heater blower has always been somewhat odd. Since we got the car (some 2 years ago) the heater blower ran very slow on 0, progressively faster on 1,2, and 4. And was Off on 3. The blowe has now quit altogether, almost. It does not run on 1,2,3 or 4. But it still runs very slowly on 0. Following the faq, I went looking for the relay and resistor pack behind the glove box. (Glove box is out still.) I couldn't find anything that looked appropriate. Maybe it's there, and I just don't recognize it.

I decided to go back to basics, and check the fuse. The fuse block is melted in the common fashin for the blower fuse. I couldn't get it out. I destroyed it trying. Now there is no fuse at all for the blower, but it still runs on "0". What's up with that?
