Depends. Your 'butt dynamometer' and a deserted stretch of road can do pretty well too. A dyno is incredibly more convenient and the results are verifiable, but you can probably get darn close doing a little tweek, testing it, tweaking, lather rinse repeat. There is no magical tiny point at which you get a lot more power - and you can probably get substantially close to the middle of the flattish curve by feel alone.
