86 240 sedan no fire 200

My 86 sedan just today would not start. Fuel pump is running smell fuel at tailpipe. Not getting fire. Read a litle on the board and checked afew things out. My question is;

The 6 pin rectangular relay mounted on the left fender near the battery. It has a blue wire and a pink wire on one plug that the blue jumper is melted on is this a fusable link? and does nayone know if this relay contols anything in the ignition?

Any help is greatly appreciated.
