NOX twice spec on 86' 240 200 1986

I'm failing New jersey vehicle inspection for NOX. the report says it's about 2500ppm vs about 1300ppm spec. I think they check this under load on a dyno. car has 210K miles & runs pretty good. I don't think the cat converter is bad and wondering if the EGR valve could account for such a discrepancy (oh yea, auto trans seems to be having a little trouble shifting into third gear so perhaps on the dyno, the RPMs are a little high).

any ideas??
