Stumbling Under Boost 700 1989

Greetings,

My '89 765T (B240FT)is hesiating under boost. I've checked all turbo and vacuum hoses. Tonight, I replaced the small valves that are near the intake manifold, as they were both allowing unrestricted airflow in both directions. The new ones do not. The only question I have is the valves have arrows on the side and the word "motor". I assumed that the arrows are flowing into the motor. Please correct me if I'm wrong.

Could the fuel pump relay cause this? Just a shot in the dark. I'm really at wits end with this car and about ready to take it in and see if they can fix it.

Before i give up, any ideas??
