Idle Adjustment & Normal Idle Range? 700 1989

After throttle body and IAC cleaning, idle is at about 750 rpm +/- 25 rpm, occasionally moving about 50 rpm.

I noticed with the IAC test lead grounded it's about 725 rpm +/- 25, yet also moves sometimes between 700-800 rpm.

Should the idle be stable in neutral with no accessories on and the Idle lead grounded? If so, what can cause the idle to fluctuate +/- 50 rpm?

Also, is it ok to ground/unground the Idle lead while the car is running?
