power window problem (2nd try) 200 1992

Front passenger side power window has quit working (is currently up, fortunately). Neither the driver's side switch nor the passenger side switch causes any window movement. Trying to determine whether cause is bad window motor or a wiring problem. With ignition on and engine off, when you hit the window switch, the voltage at the window motor measures 10.6 (1 digital voltmeter lead on red wire side of motor, other lead on ground) or 1.9 (1 digital voltmeter lead on black wire side of motor, other lead on ground). So the non-working window motor is getting power, but I don't know what the correct voltage should be. (Was hoping to read about 12.6 volts, same as at the battery). Any help would be greatly appreciated . . . .
