Engine surging on '93 240 200

The engine on my '93 240 has had consistant problems with engine surging since I aquired it in 2001.. Throttle box was cleaned in 2002.. All was fine until beginning of 2005. I cleaned the throttle box again, but surging still continues..
I have reason to believe that the engine surging is what led the previous owner to sell the car. Car has 250K-mile on it.
