Dumb tire question ----------- 1989 240 200

I've been watching the thread below about tire size and I have a few questions. I know most of this is just common sense but here goes.

The thread below says that the passenger door has a sticker that says the tire size is 185R14 but that is not what mine says. The sticker on mine says 185x70R 14. My car has the 185X70R 14 tires on it but my speedometer is wrong. When the speedometer say 60mph my GPS System says 55.2mph. At those numbers it looks like the 195x75's or 205x70's would bring the speedometer back to correct. Was this a mess-up on Volvos part or has something changed on tires since 1989? Any Thoughts??
