91 240 shudder on braking 200

I am getting a shudder while gradually braking - not bad, just weird. Everything in the suspension is new and tight - bushings, IPD swaybars, shocks, etc. - and the wheels and tires are new and properly sized and balanced. I put an IPD tower to tower strut brace on, as well as tower to firewall braces and lower tie rods tieing the cross member to the frame.

I feel the shudder in the steering wheel but not the brake pedal. And only while braking. Any ideas are appreciated as always!
