It doesn't add up.... 700 1990

Cold start injector is just an aid to let the engine fire up a little easier and should not prevent starting or at least an attempt to start. The correct voltage of 9.7 volts sounds a bit fishy or may mean nothing, it depends which side of coil you are measuring.

More importantly, have you checked for spark?
