960 steering pulls to the right 900 1997

My 960 wagon has been aligned once on install of new tires (now with 10000 miles) and once after. Tires have worn evenly. Caster, which cannot be changed is less on right front, though not out of spec. However, the car pulls to the right pretty strongly. Had the pull aligned out on the previous set of tires, and the car chewed the tires up. Guy at my shop thinks it could need a new rack. Anyone got any ideas as to where the pull comes from? Do I need a new steering rack?
