WINTER TIME GAS MILEAGE IN NY SUCKS! 200 1990

I drive a 1990 Volvo 240 wagon w/low mileage and no known mechanical problems. It just passed NY state emissions. Here is my complaint: I track my mileage every fill-up. Since November I've lost 4mpg. I don't pre-warm my car and this doesn't include driving in snow. My mechanic says that the "winter time gas formula" could account for this loss. I don't fully understand what that means. If anyone has info on this, or you know of some other condition that would cause this loss of mpg, please share with me. Thanks.
