Hood release on a 164 140-160 1975

It's already 42F outside and decided to work on my car today and enjoy the heat. The hood release cable/handle is stuck. The handle won't move even one millimeter. I unclipped the end from the latch, taped a BIC pen barrel to the end of it, hooked it to the open hood (up high) and sprayed PB Blaster into the barrel. Lots of PBBlaster! Still no movement.
How do I take the whole thing out of the car? Should I? My fingers won't reach under the hood hinges where the cable goes through the firewall, and I can't see anything to release the handle from the cable in the inside of the car.
