Pre-Heat Hose 200 1992

On the advice of some here I opened my hood and took a look. I noticed there was a silver hose, kinda like a dryer vent that had been previously damaged and ducted tapped together. I notice it because the tape failed and tube is just lying there. I believe this is the pre-heat hose. I've read on here previous things about this and I am still confused. Is the hose something I need to get fixed. I live in DC and drive on the weekends mostly in stop and go traffic. The hose seems to cost $20.00-30.00. Is it something to worry about? Or should I leave it lying there. I am not clear as to what it does.
