WON'T CRANK 700

I just installed a new engine wiring harness for a friend. I'm not getting any voltage at the starter solenoid. Now, that symptom developed BEFORE I replaced the crumbling harness, so I assumed it would go away with a new harness installed. No such luck. I can jump the solenoid and the engine will start and run just fine, but I'm not getting an impulse from the ignition switch to the solenoid. Is there some sort of relay or something in between that I should check?
