If it was good and degraded over time, you have a fine little leak and you are a bit low on r134... evap and condensor don't degrade with time on an unopened system.

Of course, a more efficient condensor would drop high side pressure and produce colder r134 after the orifice tube... but check if you have a condensor fan. Not sure maybe 1990 did not have one. If you do, it's just in front of the condensor behind the grill. Check its operation too. At idle, system running, the fan will eventually go on (triggered by high pressur eswitch on condensor).
A VOV can help too, but with r134 PROPER charge is KEY. It's not like R12 in that sense...
