fuel pump noise 200

hi,
I have recentley change both my fuel pumps on my 1988 245 in order to try and deal with an annoying whinning sound coming from the intank unit. That didn't help
so i changed the worn mounts and checked the voltage- all fine. But still the noise. Any ideas out there.
