Weird power steering problem? 200

My 90 244 with power steering started doing a strange thing last night. The car turns normally to the right but when turning to the left I have to use both hands and a lot of muscle. The power assist does not work at all. Sometimes it will begin to turn nomally to the right the all the sudden it become very, very difficult to turn the steering wheel. Is this problem due to the pump or rack. I am more inclinded to think pump, since the racks are historically less prone to problems.
