air intake flap 960 900

How do you tell if your air intake flap is stuck open to the exhaust side?
I've read a lot of discussion on this board about it and inspected mine but can't tell if it is operational. The spring is extremely hard to accuate by hand. Does this mean it is stuck? It looks like there is a brass bi-metal expansion that needs to take place to move it to the "fresh air" side.
I'm worried that if it is stuck in the "exhaust side" that it will cause overheating and fry the electicals above the engine.
