Turn the Key Off and it Keeps Running 700 1989

My '89 765T (B230F) was having no stsrt issues, which we solved. Then the hesitation under boost, which we solved, and the problem was the Radio Supression Relay providing power to the fuel injectors. I switched the wiring harnesses between the RSR and Aux Fan relay as a test, and solved the hesitation under boost problem.

After replacing both relays (RSR and Aux Fan), the car will not shut down when the key is turned off. I can turn the key off, remove the key and the engine continues to run. I ended up pulling fuse 31 (fuel pump)to turn the engine off.

Anyone got any ideas???
