Up and down idle when below 50 degrees outside 900 1993

Hi
I have a 93 945 turbo wagon that has developed a new quirk. Here in Miami the temerature rarely falls below warm to hot but on the occasional cool day (around 50 degrees in the early am) my car developed an up and down idle until the engine reaches normal temperature. It is worse when I step on the brake at a traffic light. improves slightly with my foot removed from the brake pedal. Once warmed up the idle returnes to normal. ai havent found an obvios vacuum leak but where should i look ? Or is there something else to look for?
