auto trans. filler tube 200 1989

What's the trick to getting the ATF filler tube off of the pan? I assume this is just a compression fitting where I unscrew the outer nut while holding the inner nut? Problem is my new box-end wrench set only goes up to 19mm, so all I have is an adjustable wrench for the smaller outer nut and a big pipe wrench for the larger inner nut. And of course the thing won't budge. It's soaking with the PBlaster now, but does anybody have any bright ideas for me to get this thing off?
