Parking, Hand, Emergency Brake Adjustment 700 1988

I read the 700/900 FAQ for the parking brake adjustment instructions. I thought it would be simple. But I opened up the panel and I'm just not sure what to turn.

The whole assembly kind of turns as one piece. Is this broken or already adjusted to maximum tightness?

There is one white plastic nut toward the front of the car, then the white plastic threaded shaft, and closest to the opening is another white plastic nut up against a metal nut.
