The over-rider bar was an accessory listed in the accessory offerings book that came with all 140s of that period (at least in the US)... Not all that uncommon here in the states. I've probably had a half dozen cars that came with 'em. Still got a couple kicking around, but they must not have done very good chrome work, as they all seem to be rusty and with flaking chrome...
