Steering Problem 900 1992

Hi, all.

I have a new problem. When I turn the steering wheel, with the engine at less than 1000 rpm, a heavy shuddering is felt beneath the front of the car. I checked the belt tension and fluid level and all is okay there. Does this sound like a pump or a rack problem? My guess is the rack because of the location of the vibration.

Your help is greatly appreciated. Thanks.
