AW71 - fluid doesn't get hot; '93 940 NA 900

I recently replaced the rubber hose on the tranny coolant line and checked the fluid after about 30 minutes of highway driving. The fluid is still cold. I let it idle for another 15 minutes and it's still cold. Knock on wood, the tranny shifts fine and color is good. I flushed with non-synthetic about 6 months ago. Is this normal? Thoughts? Outside temp is about 45F.
