carburator problems 140-160 1968

I have a weber 32-36 dgv carb on my 142. It has never really run properly when cold. Especially when the temperature is freezing or below freezing. This morning it was stalling constantly, I had to hold the throttle open so it wouldn't stall. I also have a pair of SU HIF6 carbs that I tried to install last summer, however, I could not get them to run (They would surge - idle really fast and then die) They were simply untuneable. The fuel needles appeared to be in good condition. Is there something else that could be causing this problem? (ie. vacuum leak on engine or on carb) Should I fix the problem with the weber or get the SU's rebuilt?ipi oh, yes money is kind of tight at the moment.
