240 ignition timing - belt to rotor 200 1989

89 b230f with rotor driven by intermediate pulley (not at rear of cam).

At TDC, with the intermediate shaft in position where the dot on the pulley is at the notch on the rear cover, is the rotor supposed to be exactly at cyl 1, or just to the left, or just to the right?

Dumb question maybe, but mine still does not line up. The rotor is about 10 degress or so closer to the rear of the engine (not sure of spin direction to say before or after...)

Rotor is seated correctly, cap is new and so is rotor. Intermediate pulley is seated correctly.

Is there any "ignition advance/retard" built into this?

BTW the car runs fine, but there might be a lack of power going uphill (relatively speaking of course)...

No trouble codes, but ever since I did the timing two weeks ago I have seen the check engine light flash 3 times for a duration of a small fraction of a second (while at a stop). everything else perfect. idle perfect. no codes (1-1-1) to date.
