Bought 144, seller lost title...how do i get a title? 140-160 1968

Ok, I tried emailing the DMV about this but haven't gotten a response. Sooo I bought a 144 a few weeks ago and the seller said he had a title for it but he forgot it at home and would mail it to me the next day as he drove from out of town to meet me. So he wrote up a bill of sale on ,well i can see now it's an expired, registration certificate, not sure if it matters or not. So I have all the info on the car. I probably should of waited for the title before paying but, well I didn't.
He emailed today (finally) and said he couldn't find the whole title, just the part that the seller mails back to transfer the title out of THEIR name.....
Is this going to be a pain to get it into MY name?
I have a feeling the DMV is gonna tell me that the SELLER needs to request a lost title form, fill it out, and mail it back, but I hope not as he has not put any effort into getting this title for me. I wanna drive it! help!
