All about the Fuel system, still not having any luck 200

So here is the deal . I have througly inspected the ignition system . All is good. I am still having no start conditions..
And I am almost certain it IS FUEL related. Can ne one take the challenge of giving me a basic rundown of the fuel system and, particular thigns to look for or TESTS to perform, to get my first brick up and going. I purchsed a new in tank pump , however I tested as described by removing # 5 (in tank)fuse and arching to # 6 only heard the main pump still ? NO matter how I connect # 5 to # 6 fuse I only hear the main pump ? I want to IDEALY test the entire fuel system from relays to pumps to wiring , Any advice would help.

I desperatelty need help ,this is my only car and I bought it a last faithful attempt to avoid buing a new scion, I dont want to abandon her but she has failed twice in 3 months.I have already done brakes, belts fluids, filter tires. hoses. pugs , wires , I have like 1800 in the car and in a rough spot not able to seek the advice of independant serviceman.

P.s thanks for all the previous help. AND sorry for all the posts I need this resolved or I have to get rid of her , I am street parking and have to push it twice a week.
