Yes, you've got a vacuum retard distributor. Also I agree with Al - it sounds like the idle is so high that the centrifugal adance is kicking in. Set the timing at 10 degrees, then turn the idle down to normal, then recheck the timing and reset if it wondered, then reset the idle a bit if needed ....... changing one affects the other.
