speedometer stuck, any relation to transmission

On my wife's 1992 240 the speedometer needle suddenly will not rise higher than
40mph. It seems that at the same time the transmission won't shift into drive speed and o/d doesn't respond. Is high gear dependent on the speedometer? The car will drive faster than 40mph but speedometer needle will not move and clearly the engine is working harder than usual.
